Over the past two years employees from magistrates’ crown and county courts and tribunals have transferred into the Ministry of Justice (MoJ). This means that there are employees on different rates of pay within the department doing similar work. The MoJ wants to develop a new pay system for all staff. The MoJ have proposed a pay system, now called “The Deal” based on:

6 pay bands, bands A – F with “A” being the highest.
Within each of bands A – B there would be three local pay scales; Inner London, Outer London and National.
Within each of bands C – F there would be 5 local pay scales, Inner London, Outer London, Hotspot, National+ and National.
Bands E and F would have salary progression based on an increment type steps and no performance pay.
Bands A-D would have pay progression based on a matrix of performance assessment criteria.
The MoJ has proposed core contractual terms in relation to leave, hours of work, hourly pay, notice and mobility.

We have argued that the pay and grading review should be based on the following principles:

Harmonising pay and grading on the equivalent of the best pay scales currently available in the MOJ and in line with the civil service average or better.
Delivering equal pay based on sound job evaluation principles.
The creation of a simple and transparent pay and grading system with clear pay scale minima and maxima and defined yearly progression points.
That the pay system should be negotiated and agreed with the Trade unions.
Eliminate or minimise the use of performance pay,
Opposition to local pay scales, with pay based on acceptable National and London scales.

PCS members rejected these proposals in a ballot in April and since that time we have negotiated improvements in a number of areas. PCS has not reached agreement on “The Deal” and will continue to campaign and negotiate for improvements for staff who decide to opt into the Deal and those who decide not to opt in and remain on current pay systems.
